The indictments allege criminal conduct spanning October 2016 through December 2019. Judge Donald Cerio of Madison County, who presided over Tuesday s arraignments, scheduled a tentative Sept. 23 court date for legal arguments. Cornwell and Worhach were released on their own recognizance to await the next court appearances. Broome County District Attorney Michael Korchak said the indictments were the result of a long-term investigation that began last year and involved county government officials, the DA s office, and other agencies. What launched the investigation, Korchak said, was an inventory performed by Broome County records management of missing files. Korchak wouldn t disclose further details about what those files were, but said the accusations involve misappropriation of more than $3,000. ....

Separately, the former manager is accused of embezzlement in a lawsuit Bates Troy filed in April 2019. Bates Troy sued its former employee, Rochester resident Thomas Singe, in 2019 based on claims he embezzled company funds, although his criminal charges had since been dismissed. In March, a new lawsuit on behalf of Singe in his capacity as a shareholder in the company accused Bates Troy s owners of other unlawful and fraudulent activities, and sought a dissolution of the company. ....
