DeFUNIAK SPRINGS Walton County commissioners want a broad-based study of public tourist development organizations across Florida before deciding whether to approve a salary increase for Jay Tusa, executive director of the county s Tourist Development Council. But that s just part of the process the commission laid out Tuesday for considering a raise for Tusa, a process for which they didn t set any specific timeline. In addition to the salary study, commissioners want a performance review for Tusa, and Commissioner Mike Barker asked to take a look at Tusa s contract to see if it includes any performance standards to use as a means to decide whether a salary hike is warranted. ....
DeFUNIAK SPRINGS In the face of some public opposition, Walton County commissioners on Tuesday voted unanimously to extend a contract for a planning, development and environmental study for a proposed connector road between County Road 30A and U.S. Highway 98. The county has been working since 2015 with Atkins North America, an engineering firm with offices in Tampa, on traffic studies and other issues. In 2018, the county signed a $597,780 contract with Atkins for design and engineering services for the proposed connector road. That contract was extended in 2019 and again in 2020. With the March 31 expiration of the 2020 contract approaching, the proposed extension of the contract for another year was placed on the consent agenda, comprising items on which commissioners are agreed, for Tuesday s meeting. ....
DeFUNIAK SPRINGS In a lengthy discussion that veered briefly into the possibilities of a development moratorium or even an emergency declaration, Walton County commissioners on Tuesday approved yet another investigation into stormwater control issues at the Sandestin resort and residential community in Miramar Beach. The county is involved in a legal action filed by Alan Osborne, a resident of Sandestin s Driftwood Estates subdivision a fact that complicated Tuesday s discussion of a new study of stormwater control issues. Osborne has long complained that inadequate stormwater retention standards have resulted in repeated flooding of his neighborhood and have adversely affected the water quality in adjacent Choctawhatchee Bay. ....
Osborne has been involved in legal wrangling with the county over flooding in the residential area for a number of years. He has alleged, broadly, that the county has not been enforcing proper stormwater retention standards in Sandestin for years, which has led to regular flooding in his neighborhood. In his latest court filing, Osborne is asking a Walton County judge to issue a declaratory judgment on whether or not the county is violating its land development code and stormwater retention standards in Sandestin. In addition to alleged problems within Sandestin, Osborne contends that the alleged stormwater issues have adversely affected water quality in the adjoining Choctawhatchee Bay. ....
