Garcia floats bill to facilitate high-speed passenger rail along state's Front Range

State Senate President Leroy Garcia, a Pueblo Democrat, on Friday introduced a Front Range high-speed passenger rail bill that has been one of his top priorities since becoming a state lawmaker.
While the bill is aimed squarely at facilitating passenger rail along the state’s populous Front Range from the Wyoming border in the north to Trinidad in the south where 80% of the state’s population resides it’s worth noting that it would connect through Garcia’s hometown of Pueblo, which is also the southern terminus of the inactive 220-mile Tennessee Pass Line (TPL) that connects to an active rail line in Dotsero in the western part of Eagle County. ....

In doing some research for my appearance on Forrest Whitman’s On The Rail’s podcast on KHEN 106.9 FM radio in Salida, Colorado, I realized that I first started seriously writing about passenger rail service into the Colorado mountains back in the mid-aughts but that my true connection to trains, mountains, skiing and water runs much deeper.
I’ll dive into all of the history in a moment, but first some breaking news on the Tennessee Pass Line lease exemption filing by Colorado Midland Pacific Railroad. In a letter to the U.S. Surface Transportation Board (STB) on Monday, March 15, a Washington, D.C. attorney wrote that “erroneous” opposition to the passenger proposal based on speculation about crude oil transport had prompted an amendment request. ....

Rio Grande announced at the end of 2020 that its Colorado, Midland & Pacific Railway Co. subsidiary would lease the Tennessee Pass rail line from UP. But Colorado Pacific Railroad, LLC and parent company KCVN, LLC, among others, are saying, “Not so fast.” STB said it needs more time to review the filings and arguments.
The Colorado, Midland & Pacific Railway Co. (CMPR), a wholly owned subsidiary of Rio Grande Pacific Corp. (Rio Grande), will have to wait to revive the Tennessee Pass line, according to a recent decision by the Surface Transportation Board (STB). ....
