Fonds de Reserve looking for dollar-denominated corporate debt managers Print Fonds de Reserve pour les Retraites, Paris, is searching for up to five money managers to run about €2.5 billion ($3 billion) in dollar-denominated investment-grade debt. FRR will allow 15% of portfolios to be invested in securities with a rating lower than credit investment grade, but no lower than a BB- rating. The benchmark index will be similar to the Bloomberg Barclays U.S. Intermediate Corporate index or the ICE BofA 1-10 Year U.S. Corporate index. Managers must be based in a developed Organization for Economic Cooperation and Development country. Over-the-counter securities, such as credit default swaps, are not authorized for inclusion in the allocation. ....

As the government responded to the Covid public health crisis, it had to compete in a market distorted by the pandemic and the choices it made under such pressure were beginning to raise questions. The logistics company Uniserve is not a household name but it has received the highest total value of Covid contracts from the the Department of Health and Social Care (DHSC) without a tender. Earlier this year, the government suspended normal procurement and sourcing practice in the the rush to supply the NHS with the personal protective and medical equipment (PPE) it needed. To date, over 8,600 contacts have been awarded worth £18 billion. The government awarded £777 million of contracts to Uniserve, a transport company based in Essex, without offering other companies the chance to bid for them. On March 30, the DHSC awarded Uniserve a 12 month contract worth £473 million to provide freight services for the supply of PPE and medical equipment . ....
