TROY, N.Y. â East Greenbush police have been investigating a series of car larcenies from the Hampton Manor neighborhood. The larcenies were reported Sunday night and continued into Tuesday morning. Tuesday morning, officers responded to a report of a vehicle that had been stolen overnight. After investigation, police developed Mark S. Cooper as the suspect and police accused him of driving the stolen vehicle to a court appearance at Troy City Court. East Greenbush officers were able to locate Cooper Troy due to electronic ankle monitoring that was a stipulation of his release on an unrelated charge. - Advertisement - Officers said they observed Cooper in the stolen vehicle which led him to flee the police. An extensive search was conducted and Cooper was located with the assistance of Troy police and their K9 Agar. Once located, it was discovered that Cooper cut off his ankle monitor in an attempt to further evade police. ....
