OLYMPIA Washington lawmakers entered the 2021 session exploring proposals to erect new bridges, subsidize electric cars and collect fuel taxes as high as $1 per gallon.
Instead, their awkward virtual session ended on cruise control, as members simply renewed construction money for freeway expansions planned years ago. These include one new lane each direction of clogged Interstate 405 between Bellevue and Renton, which hasn’t been widened since 1984.
They kept money flowing to replace road culverts that block fish streams, as mandated by federal courts. ....

Washington state Democrats wanted to ban tear gas and police chokeholds in 2021, but a bill intended to do both may fall short of what they promised voters.
In December, Washington Democrats pledged to pass a long list of police reforms that Black Lives Matter activists marched for last summer in Seattle and elsewhere. This session, a public database on the use of force, de-escalation training, and a more comprehensive duty to intervene law make up most of the bills the party will have succeeded in passing this year.
House Bill 1054 stood out when introduced in January as the most ambitious effort to reshape policing statewide. Introduced by state Rep. Jesse Johnson, D-Federal Way, the bill banned police from using tear gas and military-grade weapons ranging from grenades and armored vehicles to .50 caliber guns and riot munition launchers. The bus stop near Paul Tabayoyon’s home in Yakima has no designated sidewalk or bench. So he waits in a neighbor’s yard or on the street when catching a ride.
That’s felt dangerous for Tabayoyon, who became disabled from a back injury and relied on transit to get around between 2015 and 2018.
He has slowly recovered and now borrows a family member’s car. But during the time of his disability, taking transit was an uphill battle sometimes literally. ....

A cornerstone of Washington Democrats climate agenda is now officially dead in the state legislature, leaving the party s green energy dreams in doubt.
Once considered the most ambitious climate legislation this session, House Bill 1099 would have written carbon (CO2) emission reduction into the state s land use codes included in its Growth Management Act by 2034. Counties and cities would have been obligated to promote greenways, study CO2 emissions impact on underrepresented communities, and reduce competition between residential housing and parking developments. The bill applied to the state s denser urban counties, namely those around the Puget Sound. ....
