Horizons Region Council has struggled to balance ambitions, wants and wishes in its day-long deliberations to finalise its draft long-term plan. Palmerston North-based councillor Jono Naylor, who chaired the meeting, said the balancing trade-off between austerity and what needed to be done was the hardest part of local government.
