New Cove animal shelter cost may be on November ballot


After years of discussion, the cost of a proposed new animal shelter, may end up on the ballot as a special bond election on Nov. 2 after the Copperas Cove City Council gave final direction to the city on how it wishes to proceed with the shelter on Tuesday evening.
In order for the cost of the project to be on the election, the council will need to take action by Aug. 16.
There are two more scheduled meetings for the council to meet prior to the Aug. 16 deadline — Aug. 3 and Aug. 10.
The proposed shelter would cost the city approximately $3.8 million, several million dollars lower than when it was originally proposed to the council in 2017. ....

Cove incumbents file for November election


Five days are in the books for the filing period for a place on the November ballot for the city of Copperas Cove, and so far three incumbents have filed to run.
Councilwoman Joann Courtland and Councilman Fred Chavez have filed to run for re-election for city council Places 1 and 2, respectively.
Councilman Dan Yancey has filed to run for mayor.
The filing period for the Cove City Council and Cove school board races began July 17, and applications are being accepted through Aug. 16 for mayor and for city council. Places 1 and 2 seats are open for both the council race and the school board race. ....

City of Cove to seek federal grant for desired highway ramp project


After multiple unsuccessful attempts to obtain state grants for a ramp project to connect parts of State Highway 9 on the eastern part of the city to Fort Hood, Copperas Cove officials will now attempt to obtain a federal grant for it.
Receiving unanimous approval from the city council, City Manager Ryan Haverlah will submit the grant application to the Department of Defense for the Defense Community Infrastructure Program (DCIP).
Prior to Haverlah speaking about the grant, Keith Sledd, executive director of the Heart of Texas Defense Alliance, told the council why the city qualifies for the grant.
The three criteria for qualification for the grant are value to the military, installation resiliency and quality of life. ....

Operation Stand Down Central Texas breaks ground on facility in Copperas Cove

Operation Stand Down Central Texas has enlisted the services of Coyote Design and Build for the construction of its own facility to be located on Carpenter Street.
Coyote Design and Build broke ground and began construction on the site last week. The Copperas Cove city council approved an ordinance for the rezoning of the property back in January 2020.
Operation Stand Down Central Texas was founded by Joann Courtland and her mother, Trudy Bolton, in 2015. It started in the 500 square feet in Courtland’s garage, and it was “a few ladies with a dream of helping homeless veterans and their families in this community of Central Texas,” Courtland said. ....
