The deadly COVID-19 outbreak that swept through the Holyoke Soldiers’ Home last year underscored the need to reconstruct the long-term care facility with modern improvements, state officials and community members said Tuesday.
With federal funds at stake, Gov. Charlie Baker is pushing the Legislature to pass a bill (H 64) by April 1 authorizing $400 million for construction of a new veterans’ home in Holyoke, and the project faces an even greater spotlight amid the pandemic.
Secretary of Veterans’ Services Cheryl Poppe told lawmakers that the public health emergency brought new attention to HVAC and airflow issues in the facility. It also prompted additional interest in a “small home” concept with a majority of private rooms, a change Poppe said could not be ac ....

     The Massachusetts legislature is being asked to act with uncharacteristic speed to authorize constructing a new Soldiers’ Home in Holyoke. 
     The Secretary of the Massachusetts Department of Veteran Services, Cheryl Poppe, testifying at a virtual legislative hearing Tuesday, said passage of a $400 million bond bill is the first step needed to build a replacement for the 70-year old long-term care facility for veterans in western Massachusetts.
    It is Holyoke s time. It is Holyoke s turn, Poppe said.
     The Baker administration filed the bill to finance construction of a new Holyoke Soldiers’ Home just last month.  Administration officials said the legislature needs to pass it by April 1st in order to meet a series of deadlines set by the U.S. Department of Veterans Affairs to obtain federal reimbursement for 65 percent of the project’s cost. ....

East vs. West? ‘Regional equity’ emerges as flashpoint in debate over funding for Holyoke Soldiers’ Home

Local lawmakers and veterans advocates are smarting over concerns their counterparts in Eastern Massachusetts are raising over regional equity amid a debate over a new, $400 million Holyoke Soldiers’ Home.
During a lengthy hearing Tuesday before the Legislature’s Joint Committee on Administration and Regulatory Oversight, some argued the price tag was too high to spend on one project in Western Massachusetts while more veterans live in other parts of the state namely Bristol, Plymouth and Barnstable counties.
Detractors cited previous academic studies tracking declining numbers of veterans, and recommendations to move away from institutional care that were never acted upon.
