Proposed legislation would criminalize public protests of any kind
Democracy can be uncomfortable. Peaceful public protest and civil disobedience a manifestation of democracy in action work by disrupting the status quo. But discomfort is a sign of healing, like the symptoms of our body’s immune response. Confronting injustice is not a comfortable thing, but it’s what our country is built upon and the source of every meaningful positive change in our history.
Yet such change is threatening to those benefiting from the current system. Three bills currently moving through the Ohio Legislature (SB 41, HB 22 and 109) claim to stop “riotous” behavior. In fact, they would effectively criminalize public protests of any kind. ....

Weyburn city council awards contract for Ebel Road repaving

Engineering consultants Clifton Associates did a study of the road in 2020, with recommendations for repairs and to ensure it can withstand industrial weight traffic.
The repair of Ebel Road had $100,000 budgeted for this year, but as additional funds are needed to do the repairs needed, funds were requested from an allotment for the repairs to the Highway 13 bridge. As this is no longer the responsibility of the City, funds of $1.2 million were freed up in the budget, and some of the funds will go to the Ebel Road repair.
Genco Asphalt had the lowest bid of $541,819, the lower of two bids they made, with four other bids also made for this project. ....

Weyburn council wrestles with issue of local contract bids

The project is install new pedestrian ramps in 18 locations at nine intersections around the city, along with installing a new sidewalk in front of the new Legacy Park Elementary School on Fifth Street.
At the March 22 meeting, Coun. Mel Van Betuw felt that the city should go with the low bid from A&B Concrete, even though the bid was incomplete. He noted that the City has used this firm before and they know their work, so they should be able to make an exception to the tender requirements.
Some councillors were inclined to agree, but a concern was expressed that the city could look bad to bidding companies if they showed favouritism to a local company, and the city could be held legally liable if they didn’t hold to their own policy for awarding tenders. ....
