(CN) A new report concludes that four Oakland police officers were justified in shooting a homeless man in 2018 and that they should be rehired, despite contrary findings by a court-appointed monitor and the city’s police commission. The city hired Jeffrey Sloan, a Berkeley-based employment lawyer, to review the incident in which officers fired 22 rounds at 31-year-old Joshua Pawlik, a homeless man found sleeping with a semiautomatic gun in his hand in a West Oakland alley on March 11, 2018. The report was commissioned by the city’s human resources director as part of a “Step 3” grievance procedure pursuant to the city of Oakland’s memorandum of understanding with the police union.

Fifty-two people died by homicide in the city, the most since 1993 when 54 people were killed. The killings come at a time the city is wracked by gun violence. The Portland Police Bureau (PPB) reports that since Jan.1, there were 858 separate shooting incidents in which 224 people were hit by bullets, including those who died. This week alone, five people were killed. The most recent involved a woman shot and killed in front of her husband, according to District Attorney Mike Schmidt. It happened Thursday night near Legacy Emanuel hospital in Northeast Portland.
