The city of Del Mar will try to complete a fire evacuation study for the Crest Canyon area in nine months as part of an effort to appease the proponents of a referendum that could overturn a recent zoning change.
A community workshop about that plan will be held in about three months, based on a request from the proponents that the city attorney announced during the council’s April 19 meeting.
Last year the City Council adopted a zoning ordinance that increased the density on the city’s North Commercial parcels, located off Jimmy Durante Boulevard, to 20 units an acre. Council members needed to approve the zoning change to fulfill a commitment made in the city’s housing element for the state’s fifth Regional Housing Needs Allocation. ....

The city of Del Mar is closing in on an agreement with a grassroots group to withdraw a petition that could overturn a zoning change that the city needs to meet a state housing mandate.
The petition, submitted by the grassroots Hillside Community Association, could undo a recently passed zoning ordinance that increases the density on the North Commercial area off Jimmy Durante Boulevard to 20 residential units per acre. The city committed to completing that upzone in 2013, as part of the state’s fifth-cycle Regional Housing Needs Allocation. ....

DEL MAR While an agreement with the proponents of a referendum is not yet finalized, the city of Del Mar may have avoided a special election involving a key ordinance to the city’s 5th Cycle Housing Element.
The subject of negotiations, Ordinance 973, was approved by the council in October of 2020. The city later received notice of a certified referendum, led by resident Arnold Wiesel, calling for its repeal.
The ordinance established 20 dwelling units per acre within the city’s North Commercial Zone on Jimmy Durante Boulevard at San Dieguito Drive for low-income housing. ....

At first I didn’t take him for a hitchhiker, even though he was standing at the on-ramp at Via de la Valle. He had a preoccupied look, as if being without transportation was a momentary inconvenience, and he couldn’t allow that to untrack his thoughts. DEL MAR The Del Mar City Council is hoping to avoid a special election regarding a citizen-led effort to repeal a zoning ordinance by negotiating with proponents of the referendum.
Ordinance 973 changed zoning restrictions and established 20 dwelling units per acre in the city’s North Commercial Zone on Jimmy Durante Boulevard at San Dieguito Drive to create more housing density to complete the city’s latest Housing Element.
In a letter to the Department of Housing and Community Development (HCD) sent in October last year, the ordinance was described as a “crucial” part of the city’s efforts to finalize its obligations of the 6th Cycle Regional Housing Needs Assessment (RHNA) allocation for the 2021-2029 planning period prior to its April 15 deadline. HCD had agreed to accept the city’s response. ....
