Paradise Island is one step closer to becoming a public attraction for the city of Rifle. Rifle City Council on April 21 voted unanimously to purchase the island, located in the middle of the Colorado River north of the Rifle Rest Area, for $400,000. The purchase includes two parcels that encompass the majority of the land. The majority of which are owned by one party in Aspen and one out of state Paradise Island LLC and Kasia M. Bickel, respectively. “The sellers really just want to liquidate,” City attorney Jim Neu said. “They want to get rid of the property.” Once the land is fully acquired by the city, it will be maintained as space for wildlife, recreation and future development, which includes resource extraction and river ecological education purposes. Future space for housing and businesses is also being proposed. ....
Ray K. Erku / Post Independent Rifle’s traffic congestion woes are likely to continue as the city recently agreed to extend the closure of Hospital Hill Road into summer. During an April 21 board meeting, FCI Constructors Inc, hired by Grand River Health to construct the new Grand River Care Center, notified the city that construction won’t be finished until August. Hospital Hill Road, which extends from Ash Avenue to U.S. Highway 6 at the south of the facility, was closed to traffic in 2018 when the project broke ground. Hospital Hill Road would be realigned, and the city contributed $250,000 to the roadway. ....
Rifle City Council approved single-digit increases last week to 2021 utility rates. Sanitation services were increased by 7.5% while sewer should see a 5% increase. City leaders, however, opted not to increase water rates for 2021 the third consecutive year in which the automatic 5% increase has been waived. “The water fund is doing well at this point,” City Manager Scott Hahn said. “But we have had to adjust the sewer because it’s a bit of a stressed fund.” According to figures provided by city finance director Michelle Duran, sanitation reserves have shrunk this past year, dropping from $157,055 in 2020 to $134,455 in 2021 Meanwhile, wastewater reserves increased from $4.22 million to $4.67 million, while the water fund also saw an increase of $10.42 million to $11.59 million between 2020 and 2021. ....
