Montgomery: After COVID-19 disrupted two school years, lawmakers on Monday voted to delay an upcoming state requirement for third graders to pass a reading test before moving up to the fourth grade. The House of Representatives voted 68-27 for the bill by Sen. Rodger Smitherman, D-Birmingham, that would delay the promotion requirement, now set to take effect next year, by two years. The bill now goes to Gov. Kay Ivey. The high-stakes promotion requirement is set to take effect at the end of the 2021-2022 school year, but supporters argued it would be unfair to force the requirement on students who were out of the traditional classroom for long stretches during the pandemic. The bill would move the implementation to the 2023-2024 school year. “These kids have had 14 months of not normal schooling. All they are asking for is a little compassion,” said Rep. MEMPHIS, Tenn. (WMC) - Tens of thousands of vaccines will leave Shelby County when two public vaccinations sites either close or scale back by the end of the week.
At about the time the FEMA Community Vaccination Center opened at the Pipkin Building in April, vaccine demand was dropping.
Demand remains low as the site is getting ready to close, but in some areas of the community herd immunity is close. ....

As FEMA leaves Memphis, vaccine sites begin drawdown, canvassing ramps up


FEMA chose to host a site in Memphis not because the city was behind on vaccinations. Instead, officials said, the choice was based on how the area scores on the Centers for Disease Control and Prevention s social vulnerability index. The score calculates 15 weighted Census factors, including poverty, transportation access and housing, which are used to estimate vulnerability to disasters or disease. 
Still, the continued low turnout at the Pipkin site, located near the Liberty Bowl and Fairgrounds, was cause for FEMA s departure. In late April, city officials acknowledged FEMA could decide to extend its stay after a planned May 17 drawdown date, but that the agency probably would leave if turnout stayed low.  ....
