Commissioned by the Bard Music Festival, the concert features works by César Franck, Lili Boulanger, Gabriel Fauré, and Camille Saint-Saëns. The program includes a talk by renowned scholars Byron Adams and Kimberly Francis introducing the work of these four composers and of the person who connects them, Nadia Boulanger. ....
Charlie Schlenker / WGLT The Bloomington Liquor Commission fined two more establishments Tuesday for violating COVID-19 mitigation rules in January, and four others for tax violations. The Parkview Inn on Morris Avenue has paid an $800 fine for a second violation of Gov. JB Pritzker’s earlier executive order banning indoor dining service under certain conditions. The Spotted Dog on Morrissey Drive paid $500 for a first violation. They are the latest of nearly a dozen bars that have been fined for such infractions. Pritzker eased restrictions on indoor dining in central Illinois and other parts of the state on Jan. 17 as COVID numbers improved; the ban had been in place since mid-November. ....
Charlie Schlenker / WGLT Bloomington Police officer Nolan Arjona testified he saw patrons eating and drinking inside the G.E. Road establishment the afternoon of Nov. 28 when police did a compliance check. Attorney Tom DeVore argued the city had no authority to use the liquor code to enforce the governor’s executive order because it is not a regulation as specified under the code. “This body has no jurisdiction to impede the department of health’s authority to make a premises off limits to the public. It’s their jurisdiction only,” said DeVore. City Attorney George Boyle contested the point, saying a plain language meaning indicates the order is a regulation. Boyle also cited Black’s Law Dictionary. He said the liquor commission can impose penalties for several non-liquor offenses including the commission of crimes, and illegal gambling inside such a business. ....
