15 Jun 2021 Georgia Secretary of State Brad Raffensperger tweeted Monday that Fulton County is under investigation by his office for its inability to produce ballot drop box transfer forms for absentee ballots from the November 3, 2020, general election. The investigation follows a lengthy piece by the Georgia Star News, in which a Fulton County election official admitted that “a few forms are missing” and that “some procedural paperwork may have been misplaced.” According to records cited by the Georgia Star News, Fulton County should have been able to provide the publication with an estimated 1,565 transfer forms upon an Open Records Request. Since the publication requested the documents several months ago, the county has reportedly provided 1,180 transfer forms, which can be viewed here. ....

Georgia Secretary of State Brad Raffensperger recently announced that he had referred Grady County and two other counties for the alleged failure to properly complete absentee ballot transfer forms, a violation of the Georgia Rules and Regulations. Grady County Chief Registrar Malinda Butler said this week that since Raffensperger’s announcement she has not heard from anyone associated with the investigation. Butler says approximately one month before Raffensperger issued the press release about the investigation referral, an investigator with the Secretary of State’s office had contacted her and questioned her about the absentee ballot transfer forms. Up until the most recent session of the General Assembly, the absentee ballot transfer form had been governed under state rules and regulations, but it is now a matter of law, according to Butler. ....
Grady County is one of three counties that Georgia Secretary of State Brad Raffensperger has referred for investigation for those counties alleged failure to properly complete absentee ballot transfer forms, which is a violation of Georgia Rules and Regulations. The office of the Secretary of State has confirmed with the other 120 counties that had absentee ballot drop boxes in November that they completed ballot transfer documents. In addition to Grady County, the alleged errors took place in Coffee and Taylor Counties. “Since day one, I have made securing Georgia’s election a top priority and I have not stopped working since then,” said Secretary Raffensperger. “Though the overwhelming majority of counties did what they were supposed to, this demonstrates that new steps need to be taken to fully secure our elections.
