Elcias Hernandez Ortiz remembers the moment he begged for his life before he was shot.
CHEROKEE COUNTY, Ga. - It s been more than one month since a Woodstock man allegedly entered three Atlanta-area spas and opened fire, claiming eight lives. 
One victim who narrowly escaped with his life spoke to FOX 5 Atlanta s Patty Pan about surviving being shot in the head inside Youngs Asian Massage in Cherokee County. 
Elcias Hernandez Ortiz said through his lawyer and translator Doug Rohan  he begged the shooter for his life before he was shot in the head and miraculously survived.  ....

The right to vote is one of the most fundamental privileges in any free nation. The capacity of voters to peacefully change the trajectory of government is a powerful tool, forcing elected officials to be held accountable for their actions on a regular basis.  
As originally ratified, the U.S. Constitution granted each state the right to determine voting qualifications for its residents. After the Civil War, there were three Reconstruction amendments that limited this discretion. The 15th Amendment, passed in 1870, was the most important of these, providing that “[t]he right of citizens of the United States to vote shall not be denied or abridged by the United States ....
