About three out of four sexual assaults go unreported to law enforcement, and Sexual Assault Awareness Month seeks to show support for survivors, take action, and raise awareness of sexual violence in your community. Every 73 seconds an American is sexually assaulted, and 55% of sexual assaults occur at or near the victim’s home, according to the Rape, Abuse, and Incest National Network (RAINN). Washington County Attorney John Gish says it takes a lot of courage for a victim to report sexual abuse, and criminal cases don’t always result in a prison sentence, “Without physical evidence and just working off of the testimony of the victim alone, historically juries are not likely to find a defendant guilty. And that’s a very hard pill for me as a prosecutor to swallow, and that is very difficult for me to explain to victims and their families why I might be making a plea offer in a case.” ....
After tabling the item last week, the Washington County Board of Supervisors approved changes to the county’s procurement policy during their meeting Tuesday. County Engineer Jacob Thorius commented that he changed some of the wording of the policy after talking with County Attorney John Gish, which now includes that competitive pricing is “not required” instead of “encouraged” for purchases of less than $10,000. Thorius also pointed out a change after discussing with County Auditor Dan Widmer that purchases exceeding $75,000 shall require the Board of Supervisors approval, rather than $20,000 that was previously included. A revised procurement policy was sought as the county is looking to apply to the Iowa Department of Homeland Security to reimburse funds spent for cleanup following last year’s derecho. ....

A new chair and vice chair was appointed to the Washington County Board of Supervisors Monday. Current Board Chair Jack Seward, Jr. stated that his position should be seen as revolving and that the vice chair should move up to the position. Therefore a motion was made for Vice Chair Richard Young to be appointed as chair, which was approved, and then the Board approved a motion appointing Bob Yoder as Vice Chair. The Board later made several committee and board appointments, including reappointing Wellman resident Bill Nickel to serve another five year term on the Conservation Board. The Board also approved a personnel change request to place County Attorney John Gish back on the payroll as he recently returned from a U.S. Army Reserve deployment, and a personnel change request to eliminate the part-time assistant real estate administrator position from the county auditor’s office. ....
