Colorado House passes bill removing HOAs ability to regulate political signs, flags


The Colorado House passed a bill Thursday morning that could allow residents of homeowners associations the freedom to express themselves, as the title of legislation puts it.
House Bill 1310 limits stops HOAs from blocking political signs and flags based on their content. State law currently allows political signs in HOAs 45 days before an election and seven days after.
The legislation simplifies and broadens these protections, requiring an HOA to permit the display of any flag or sign at any time, subject only to reasonable, content-neutral limitations such as the number, size, or placement of the flags or signs.
The bill passed easily, 50-11, and all the no votes came from Republicans. The proposal bounces over to the Senate to start the process over with 16 days left in the 120-day session. ....

The high cost of home has been a fact of life in Eagle County for years and it’s just as much of a problem around the United States. Advocating for policies that will increase access to and supply of affordable homes in our community is an important strategy. Through our five-year Cost of Home Campaign, Habitat for Humanity is focused on finding collaborative solutions and promoting policies to improve access to affordable homes for 10 million individuals nationwide.
Housing affordability is one of the biggest issues facing our state. According to Shift Research Labs, one in seven Colorado households spend more than half their income on housing. No matter the region rural, resort, urban and suburban between 2012 and 2019, Colorado fell from being one of the most affordable states to one of the least affordable states in the country based on median income to median pricing, according to Colorado Association of Realtors. ....

House OKs bill to retain tax exemption on pine beetle wood


The Colorado House approved a bill Wednesday to keep a sales and use tax exemption for timber companies that gather and sell wood damaged by pine beetles.
It was one of several measures aimed at dealing with climate change and wildfires that advanced through the Colorado Legislature this week.
The exemption, which expired last year, was put in place as a way of encouraging logging and milling companies to harvest the dead wood as a way of reducing it as a fuel in wildfires.
On paper, House Bill 1261 appears to cut state revenues by about $500,000 a year, but that’s money the state has never collected. The Legislature created the pine beetle wood exemption in 2008 to encourage a new market to do something with the damaged wood. ....

Health care costs in Colorado are skyrocketing and Coloradans are seeing this firsthand at the pharmacy counter, with high out-of-pocket costs for prescription drugs. Though significant progress has been made in the fight against COVID-19, more than a year into the pandemic these additional health care and economic burdens we face cannot be ignored. Therefore, Colorado’s legislators have been looking for different ways to rein in costs, keeping in mind that our primary responsibility as lawmakers is to ensure an equitable life for all of our citizens.

County OKs new jobs for clerk's office, other departments


The Mesa County commissioners approved adding eight more positions to its employment rolls Monday, including three more jobs in the Mesa County Clerk and Recorder’s Office.
Mesa County Clerk Tina Peters said those three new positions are needed because the office is “severely understaffed,” which is contrary to what she said when she was elected to the position in 2018.
At that time, Peters said the office was adequately staffed, but that she would find more efficiencies.
“We are severely understaffed and have been for quite some time,” Peters told the three-member commission. “Mesa County is not the small county that we have been in the past. We want to take care of the staff that we have. We don’t want to work them to death. This is much-deserved and well overdue.” ....
