Sen. Bill Hansell names bill after Athena teen abused by teacher


ATHENA — Bailey Munck steeled herself.
In a few short minutes, the 17-year-old Weston-McEwen High School student would testify to the Senate judiciary committee of the Oregon Legislature via video chat. Munck fought her nerves as she thought about the intensely personal information she was about to share with total strangers.
The testimony on March 25 would be in support of “Bailey’s Bill,” named after her. Sponsored by Sen. Bill Hansell, R-Athena, and Sen. Kathleen Taylor, D-Milwaukie, the proposed legislation would increase penalties for criminal sexual contact with an underage victim if the defendant is the victim’s teacher. Currently, a coach convicted of sexual abuse (in the third degree) receives harsher penalties than a teacher who commits the exact same crime. ....

Hermiston man gets 200 years in prison for sex crimes


HERMISTON — A Hermiston man is going to prison for the rest of his life after pleading guilty to numerous sexual crimes against his grandchild.
The Umatilla County District Attorney’s Office in a press release announced Jose Olivarez Fernandez, 58, was at trial on Jan. 26 and 27 on multiple sex crimes. But just before the 10-year-old victim was to take the stand and testify, Fernandez pleaded guilty to all 19 counts of unlawful sexual penetration, first-degree sodomy, first-degree sex abuse, using a child in display of sexually explicit conduct, first-degree encouraging child sex abuse and incest.
Umatilla County Circuit Judge Dan Hill on Friday, Jan. 29, sentenced Fernandez to 200 years, 10 months in the Oregon Department of Corrections. ....

Jaclyn Jenkins leaving Umatilla County for federal job


When Jaclyn Jenkins became Umatilla County’s chief deputy district attorney, she assumed the natural course of her career would eventually lead her to becoming a judge in Umatilla County.
Instead, she is leaving to become a prosecutor for the U.S. Attorney’s District of Oregon office in Portland. Her last day with the local district attorney’s office is Jan. 29.
Jenkins said someone she knows from the U.S. Attorney’s office reached out and encouraged her to apply, but after finding out that there had been about 200 other applicants, she didn’t think she would get the job. She traveled to Portland to interview, however, and liked what she saw as she watched the way her potential future colleagues interacted. ....
