Guest column: Neighborhood Bill of Rights needs to be in city code Your turn The Neighborhood Bill of Rights (NBR), City Ordinance 95-247-106, was passed by the Jacksonville City Council in 1995. The ordinance is aimed at addressing the need for impactful community input in government decisions by guaranteeing recognized neighborhoods the opportunity for formal input into the annual budget process and the opportunity to express preferred city government priorities. On June 11, 2020 Dr. Richard Danford, President of the Jacksonville Urban League (JUL), filed a formal complaint with the city’s Office of Inspector General (OIG) asserting that the city had failed to allow for formal citizen input as required by the NBR. The OIG, whose procedural guidelines ensure a disposition of a complaint within three days of its receipt, did not issue its letter of closure on this complaint until February 21, 2021. Jacksonville s COVID-19 vaccine rollout has failed to address the needs of Black and other people of color, many of whom are suspicious of the rapidly developed drug because of long-held mistrust of the health care system, according to local Black leaders. In a recent letter to Mayor Lenny Curry, they asked that the number of vaccination and testing sites be expanded, ensuring that communities of color within the city are adequately covered. They also requested more vaccine-related education and a panel of public and community leaders to set local vaccination priorities, among other things.
