Authorities identified the victim as Alexandra Arb-Bloodgood, 29. Newsweek reported that Arb-Bloodgood was shot in the head by her brother-in-law on Sunday. The incident happened at a home in 8000 block of North Newman Avenue in North Portland, Oregon. Officers responded at the scene at around 8:30 a.m. on Sunday after a report from a neighbor.
