That’s why the Pennsylvania Department of Environmental Protection (PA-DEP), Department of Agriculture (PDA), and Department of Conservation and Natural Resources (DCNR) have teamed up to create Pennsylvania s Chesapeake Bay Phase III Watershed Implementation Plan (WIP). Countywide WIPs are being developed in seven Chesapeake Bay watershed jurisdictions to help guide their actions as they work to meet the pollutant reduction goals by 2025.
“Tier 1” counties those contributing the most pollutants to the Bay all lie along the Maryland border: Franklin, Adams, York, and Lancaster. Lebanon County, not far behind, has been designated a “Tier 2” county, along with Bedford, Centre, and Cumberland. All are in the process of developing Countywide Action Plans (CAPs) to improve local water quality.
