Tropical Cyclone Eloise - Jan 2021


Disaster description
A low-pressure weather system that formed in the south-west Indian Ocean on 14 January has evolved into a moderate tropical storm, named Eloise, and is expected to make landfall in north-eastern Madagascar between 19 and 20 January, according to different weather services. The storm, which is currently about 700 km from the coast of Madagascar, continues to strengthen and could hit the country between Antalaha and Tamatave, potentially as a severe tropical storm, according to the Global Disaster Alert Coordination System. In Madagascar, more than 1,000 people have been directly affected, at least one died, and more than 50 houses were destroyed, as Tropical Storm Eloise passed through Antalaha, Maroantsetra, Vavatenina and Toamasina districts. (OCHA, 20 Jan 2021) ....

This bulletin reflects the current situation and details available as of 25 of January 2021. The Mozambique Red Cross Society (CVM), with the support of the International Federation of Red Cross and Red Crescent Societies (IFRC) and its members, is already responding to this humanitarian emergency while continuing to support the national authorities in assessing the extent of the damage.
The situation
Tropical Storm Eloise made landfall in the first hours of 23 of January, 20km south of the Beira City in Sofala Province, bringing winds of 140km/h and wind gusts of over 160km/h as well as extreme and widespread rainfall in many districts in Sofala (in Beira city – 250mm in 24h), South of Manica, North of Inhambane and Eastern Gaza. ....

HIGHLIGHTS
• The Eloise weather system is passing over Botswana, after bringing heavy rains to central Mozambique, south-eastern Zimbabwe and northern South Africa.
• Mozambique bore the brunt of the storm, which hit the country as a Tropical Cyclone on 23 January, affecting nearly 176,500 people, displacing more than 8,300 people and leaving 6 dead, according to initial data from the Government.
• Governments and humanitarian partners are working to assess the situation and respond to needs in areas hardest-hit by the storm.
SITUATION OVERVIEW
After crossing Mozambique, south-eastern Zimbabwe and the northern districts of South Africa, the tropical weather system generated by Eloise, which has now transitioned into a low pressure storm, is currently passing over southern Botswana. Eloise is expected to dissipate on 26 or 27 January, according to MeteoFranc ....

Description of the disaster
This DREF operation is being launched in response to Tropical Storm Eloise, which made landfall on early hours of 23 January 2021 near Beira City in Sofala Province, Central Mozambique. According to the National Institute of Meteorology of Mozambique (INAM), Eloise made landfall with sustained wind speed of up to 140km/h and gusts up to 160km/h and has brought heavy to intense rainfall to the coastal and inland areas. Other provinces being impacted are Inhambane and Gaza Provinces.
There are growing concerns regarding the potential for widespread floods, with all river basins in Sofala and Inhambane provinces already above alert levels before Eloise making landfall and more rains to follow in the coming days. ....
