Councillor Maria Suarez s alternate motion to delay the decision was defeated.

Vote: Against Cr Suarez and Cr Hungerford s motions, signalled support for officer s recommendation. Cr Jamieson was supportive of a user pays system in favour of charging ratepayers for construction. It was estimated a charge of $18 a year would apply to every ratepayer annually for 20 years if the carpark was free to use.
