1. Appropriations bills move forward
After Gov. Whitmer unveiled her $5.6 billion COVID-19 economic recovery plan, House Republicans were quick to follow up with their own pared-down plan, which would use $2.4 billion in federal dollars and $1.1 billion in state funds. On Wednesday, lawmakers in the House Appropriations Committee passed a series of bills allocating billions in COVID relief funds. ....

Improving hospital nurse staffing is associated with fewer deaths from sepsis

Researchers at the Center for Health Outcomes and Policy Research (CHOPR) at the University of Pennsylvania School of Nursing, conducting independent research on whether pending nurse staffing legislation in New York state is in the public s interest, found that the wide variation in patient-to-nurse ratios across hospitals in New York is contributing to avoidable deaths for patients with sepsis, a common, high mortality condition.
New York state is a national leader in sepsis care through legislation known as Rory s Regulations named after a child that unexpectedly died in a New York hospital from sepsis. The new study finds avoided sepsis deaths associated with better hospital nurse staffing are much greater than adherence to mandated sepsis care bundles. ....

Senate passes slew of bills, nominations


The approval of controversial permits for the Summer’s End marina project in Coral Bay, removal of the King Christian statue from Emancipation Garden, a bill to provide beach access ramps for persons with disabilities, and ID cards for Indigenous Virgin Islanders were among dozens of measures passed during Friday’s legislative session.

The marina project has generated both support and condemnation over the years, and Sen. Myron Jackson unsuccessfully introduced an amendment in the nature of a substitute bill, before senators voted to approve the measure as originally proposed.
Bill No. 33-0428 is “an Act ratifying the Major Coastal Zone Permits” for the marina project and a letter from Gov. Albert Bryan Jr. to managing member Chaliese Summers dated Dec. 18, modifying the consolidated permits. ....
