SOME interviewees spoken to as part of an independent review into Kingston Council’s processes made allegations in relation to corruption and misconduct at council.
A summary of a probity review ordered by Kingston Council last year has been released. The review was conducted in response to the corruption allegations aired during IBAC’s Operation Sandon hearings which toppled Casey Council.
Holding Redlich was tasked with the investigation, going on to interview both current and former Kingston councillors and officers. The legal firm says it focused on potential connections with individuals named in Operation Sandon, such as John Woodman, Megan Schutz, former Liberal MP Lorraine Wreford, and Labor lobbyist Phil Staindl. ....

Ethics drive new rules for council
NEW rules will be written for Mornington Peninsula Shire Council to self-regulate against corruption among councillors and officers and ensure that the “highest standards” are followed when contractors are hired, and goods and services bought.
In the first of two moves adopted by councillors last week, a “lobbying policy” will be drawn up to guide councillors and officers and “maintain transparency and accountability” when decisions are made.
The second move was to ensure that contractors and consultants meet “the highest standards of social, ethical and sustainable business practices”.
Changes to the existing procurement policy must also place “greater weight” on dealing with small to medium sized businesses based on the peninsula. ....

Public hearings by Victoria’s independent anti-corruption agency into allegations of serious corrupt conduct in relation to planning and property development decisions at Casey City Council have concluded for the year.
The hearings are part of the Independent Broad-based Anti-corruption Commission’s (IBAC) Operation Sandon, an active investigation into allegations of corrupt conduct involving councillors and property developers in the City of Casey. It is also examining the adequacy of Victoria’s current systems and controls for safeguarding the integrity of the state’s planning processes.
The public hearings held over 45 days included evidence from 26 witnesses and 357 exhibits were tendered. ....
