Murders and non-fatal shootings have been soaring in cities across the United States. One reason is a phenomenon that police refer to as “ping pong murders” a cycle of retaliatory violence that can spiral out of control. Before that happens, public officials must take quick and decisive action to cut the cycle off.
Ping pong murders are a deadly serious phenomenon. Imagine that two gangs in a city occupy territory in adjoining neighborhoods. A member of Gang A kills a member of Gang B over drugs, money, a territorial dispute, an old grudge, or a passing insult. If the murderer is quickly arrested, incarcerated, and prosecuted, the score on the streets will be roughly even. But if the murderer runs free, Gang B will take matters into its own hands by killing a member of Gang A. Hence the ping pong metaphor: they take a shot, we take a shot, they take a shot, we take a shot. ....

Campbell s suspects were two men later identified as Ramon Arranda, and David Garcia who were in a black Cadillac Escalade near the Ramada Inn, just outside the Burbank Airport. Campbell noticed there was no license plate and since the area was suspicious for drug dealings, he requested the driver to step out of the vehicle. Campbell had already requested backup, and Pavelka was on the scene, approaching the vehicle by the time the driver, Arranda, got out and opened fire. He shot Campbell in the torso and side of the head, knocking the officer down before Pavelka engaged him. The passenger, Garcia, then stepped out and shot Pavelka repeatedly, after Arranda was fatally wounded. ....

Suspected gang member arrested in Terrebonne shooting investigation

Authorities have arrested another suspected gang member in connection with a Terrebonne Parish shooting.
According to Sheriff Tim Soignet, Chad Alex, 20, turned himself in to authorities Wednesday. He is charged with racketeering, criminal street gang activity, aggravated flight from an officer, possession of a stolen firearm and possession of an unidentifiable firearm.
Eleven suspects are now in custody in a parishwide investigation dubbed Operation Silent Night, which was mobilized over the summer to get criminal street gangs off the streets, Soignet said.
One last suspect in the investigation, Travis Mart Jr., 21, remains at large. He is wanted on charges of racketeering, criminal street gang activity and attempted second-degree murder. ....

Two more suspected gang members arrested in Terrebonne investigation
Two more suspected gang members have been arrested in connection with a Terrebonne Parish shooting investigation, authorities said.
Raymond Celestine, 19, of Schriever, and Daquan Sylvester, 19, of Thibodaux, turned themselves in to authorities Monay, the Terrebonne Parish Sheriff’s Office said. They are both charged with racketeering and obstruction of justice.
Ten suspects have now been charged in a parishwide investigation dubbed Operation Silent Night, which is aimed to get criminal street gangs off the streets, the Sheriff’s Office said.
The investigation was launched following a shooting at a Houma Sonic drive-in that occurred in broad daylight July 19 that killed a 21-year-old Schriever man.   ....
