Zuckerberg's FWD.us Pushes for Partisan Amnesty by Reconciliation Maneuver

Mark Zuckerberg’s FWD.us lobby group of investors has hired a former Senate staffer to help pass a “reconciliation” amnesty through the Senate without GOP votes, according to the
New York Times.
“The pro-immigration group FWD.us hired Kevin Kayes, a former assistant Senate parliamentarian, to help hone the procedural argument in favor of allowing the [reconciliation] maneuver this year,” the
New York Timesreported May 3.
The news comes as former GOP President George W. Bush steps up his Koch-backed push to get GOP senators’ support for an immigration bill that would allow many more employers to hire visa workers instead of young Americans. ....

Democrat Yarmuth Not Sure Congress Can Pass Budget for Infrastructure

House Budget Committee Chairman John Yarmuth (D-KY) said he is “not sure” Congress can pass a budget necessary for President Joe Biden’s infrastructure program during an interview with Punchbowl News Friday.
Yarmuth said Biden’s $2.3 trillion infrastructure bill faces significant political headwinds. Democrats will likely pass the infrastructure bill using budgetary reconciliation with the fiscal year 2022 budget.
Budgetary reconciliation allows Congress to pass a spending-related bill with only a simple majority in the Senate, not 60 voters. However, to use reconciliation, Congress must first pass a budget containing budgetary reconciliation instructions.
Republicans used reconciliation to pass the Trump Tax Cuts and Jobs Act, and they wanted to use reconciliation to repeal parts of the Affordable Care Act (ACA). Democrats successfully used reconciliation to pass their partisan $1.9 trillion coronavirus bill early in the Biden administration. ....

Progressives push White House to overturn $15 wage ruling

Progressives are furious over Senate Parliamentarian Elizabeth MacDonough’s ruling last week that a provision to hike the federal minimum wage to $15 per hour could not be part of the coronavirus stimulus package under the budget reconciliation process.
That process would allow Democrats to push through their massive COVID-19 relief package with a simple majority rather than the usual 60 votes, but the Senate’s Byrd Rule requires provisions to impact federal spending or revenue. 
MacDonough, essentially the Senate’s chief referee, said the wage hike did not pass that test.
Progressives now want Harris who as vice president serves as president of the Senate to overrule the parliamentarian. Some progressives are going even further, saying MacDonough should be fired over her decision, something Republicans did back in 2001 after they didn’t like a ruling of the parliamentarian.  ....
