Regulations governing balloons in Swampscott? They may be in the town’s future.   Discussions about balloons among town officials are afoot: A bulleted item “restricting balloons discussions” appeared on the Swampscott Board of Health’s agenda for a July 7 public meeting that ultimately got canceled.    Meanwhile, the Swampscott Conservation Commission has posted an agenda that lists “discussion of use of balloons on town conservation land” for its public meeting on Thursday, July 22.  “The Conservation Commission will be taking up possibly sending a letter to pertinent departments in the schools and in the town about not using balloons on conservation land,” said Toni Bandrowicz, vice chair of the commission and president of the Swampscott Conservancy.
