North Dakota: Interim committee to study Beef Commission

The commission and its makeup and operations came under scrutiny during the 2021 legislative session when Senator Ertelt, a Republican from Lisbon, filed a bill to make the state Beef Checkoff voluntary. The bill died by a narrow margin in the House, with all House members who identify themselves as ranchers voting in favor of the change to make the state Beef Checkoff voluntary.
The current statute requires that whenever North Dakota cattle change ownership, the seller must remit $1 per head to the state. If the seller chooses to obtain a refund, he or she must request a refund form within 60 days of the sale and then follow the proper refund procedure within 90 days of the sale. This state Checkoff is in addition to the mandatory $1 per head federal Beef Checkoff, of which half is automatically sent to the national Cattlemen’s Beef Board, and half is retained by the North Dakota Beef Commission for promotion, re ....

WASHINGTON, DC – During the 2016 presidential campaign, Donald Trump promised to renegotiate the North American Free Trade Agreement (NAFTA), which he called “the worst trade deal ever made.” As president, he did so. The result became the United States Mexico Canada Agreement (USMCA), which Trump signed into law in January 2020 and touted as one of his signature achievements in a State of the Union address.
Now, a number of national, state, and regional cattle and ranch associations – most all that politically endorsed Trump – are, “seeking immediate relief from the USMCA.”  In an April 19 letter, 18 associations including R-CALF USA, Independent Beef Association of North Dakota and the South Dakota Stockgrowers Association, have written a letter to Agriculture Secretary Tom Vilsack and to United States Trade ....

BISMARCK – An attempt to make the state beef checkoff payments voluntary failed in the North Dakota House on Feb. 9 by a vote of 41 to 53. However, legislators said changes need to be made in the future.
House Bill 1487 would have made the $1 beef checkoff paid to the state Beef Commission voluntary for local producers. Beef producers now pay a $1 per head checkoff on all beef sold in the U.S. and a second $1 per head to the state Beef Commission. Beef producers can request a refund for the state checkoff payments. ....
