Civil Service Award winners: Leading the way to better lives for victims of the Troubles
There was no shortage of talented individuals and teams recognised in this year’s Civil Service Awards. In this series, CSW talked to some of the winners about their work and how it felt to win. First up is Chris Atkinson, who won the Inspirational Leadership Award for his work coordinating the delivery of long-stalled plans for a payments scheme to help people left with permanent disabilities as a result of conflict in Northern Ireland. Northern Ireland: how to understand the influence of paramilitary groups


Violent protests have been flaring up across Northern Ireland since the end of March. They began in loyalist areas, with young people attacking members of the police. The fragile peace was threatened further when, on April 7, the riots turned into sectarian clashes at one of Belfast’s interfaces, or so-called “peace walls”, separating the loyalist Shankill Road and nationalist Springfield Road.
The reasons for the current riots are complex. Loyalist discontent with the consequences of Brexit, long-term deprivation and disillusionment with governments both in Belfast and London, and low confidence in the police have all played a part.
Observers have also been quick to point to the influence of paramilitaries with criminal motives. The accusation is that they are egging on young people and encouraging them to lash out at police. The police have appealed to “those in our community with influence” to condemn the violence, and politicians have more directly called on ....

IT WAS 23 years ago today when Senator George Mitchell said, “I am pleased to announce that the two governments and the political leaders of Northern Ireland have reached agreement.”
The violent scenes that erupted last week on the anniversary (in name) of the Good Friday Agreement and have continued to this day have engulfed Northern politics and terrorised communities. ....

Before scenes of rioting in Belfast started to hit the national news, messages pinged across social media. On Facebook, WhatsApp and Twitter calls went out for people to take to the streets. One message said protesters needed to “shut down Northern Ireland” and to “stand up and be counted”.
While it was mainly teenagers who rioted in Belfast, that doesn’t mean the situation wasn’t serious. Eight police officers were injured in the clashes. Businesses were damaged. On 4 April there was further violence in Newtownabbey. Cars were hijacked and burned on the road. The scenes were repeated on Monday night. Local communities have to pick up the pieces. ....
