OC Transpo driver in fatal bus crash lost steering, expert testifies


Richard Lamoureux, a collision reconstruction expert from DFA Engineering Services Inc., presented his report to court Tuesday, deconstructing the incident as four collisions, not one.
Lamoureux said his report was based on a combination of video from the bus, data that was downloaded from the bus by investigators and police reports. He said he did not interview Diallo.
Court was shown video from the back of the bus that showed a stop request sign was lit at 3:49 p.m., a little more than a minute before the crash.
Lamoureux said the double-decker s movement was gradual and resembled a lane change to do a stop at Westboro station. ....

Pittsburgh officials seek authority to set lower speed limits

Finding ways to get motorists to slow down on residential streets has been a longtime issue in Pittsburgh.
City council members Tuesday took action to lobby for more authority to decrease speed limits in some neighborhoods. It’s something they’re not allowed to do under state law.
“We know that slower speeds save lives,” Councilwoman Deb Gross said before council unanimously passed a measure calling for state reforms that would allow local governments to set speed limits. ....

Budget Update
Lawmakers moved closer this week to crafting a FY 2021-22 State
Budget. Senate and House full budget committees met this week
to pass their respective spending plans (SB 2500 and HB 5001) teeing them
up for debate, possible amendments, and passage on the full floor
of the chambers. Budget conference will be called subsequently to
hammer out remaining differences, including spending on education,
health care and the environment.
Currently the House spends $97.1 billion, while the Senate is
at $95 billion. Both chambers are proposing putting aside $5
billion for reserves. Although, COVID has taken a toll on budget
revenues over the last year, actual revenues have been consistently ....
