Liliya Steblak stepped outside of her Millcreek Township home to feed her pets on what had been a quiet Sunday morning in late October. Then she found her pajama-clad self with a front-row seat to some real-life police drama. Steblak would soon play an active role in the event, summoning backup help for a lone Pennsylvania State Police trooper who chased down an armed suspect following a vehicle pursuit. Steblak would also provide first aid to the suspect after the trooper shot him in the hand. The suspect, identified by state police as 19-year-old Erie resident Marquelle I. Goodwine, was charged with fleeing from traffic stops on Interstate 79 and off Interchange Road, possessing a gun that was reported as stolen and possessing suspected marijuana. ....
