Lawmakers consider bill to boost NC s literacy, add teacher assistants to every K-2 class Caitlyn Penter Boosting North Carolina’s literacy rate: North Carolina lawmakers are working on a bill to give more help to some elementary school teachers. Lawmakers are considering House Bill 420, which would put a teacher assistant in every kindergarten through second grade classroom in North Carolina and one in every three third grade classrooms.
