Police have confirmed a number of agencies were involved in the incident which began in Torquay when the owner of a yacht set off from Torquay harbour at around 2.05pm yesterday having made concerning remarks. A 999 call was made at around 1.35pm on Sunday, February 28, to reports of a missing swimmer in the vicinity of Tinside pool.
