In view of some recent decisions and policies of the HEC, and keeping in mind the post-18th Amendment educational scene in the country, perhaps it is the right time to start devolving higher education management to provinces and activate provincial HECs. This suggestion may shock some well-wishers of higher education in Pakistan.
If you look at the broader picture, it will make perfect sense. Twenty years ago, when the government of General Musharraf formed a committee to transform the erstwhile University Grants Commission (UGC) into the Higher Education Commission, technocrats such as Shams Lakha and Dr Atta-ur-Rahman sprang into action. They were amply supported by international donors including the World Bank. Throughout the nine years of Gen Musharraf’s dictatorship, the HEC was projected as a success story. Adviser to the Sindh chief minister on universities and boards Nisar Khuhro announced on Wednesday that varsities in the province would continue to offer two-year undergraduate programmes, slamming the federal Higher Education Commission s decision to discontinue the programmes.
Earlier, the HEC had announced the ending of two-year undergraduate programmes, replacing them with semester-based four-year degree programmes. The HEC would not be recognising any two-year Bachelor of Arts (BA) and Bachelor of Science (BSc) degrees awarded after 2018.

KARACHI: Adviser Universities and Boards Nisar Ahmed Khuhro at a presser held on Wednesday in the Sindh Assembly committee room announced that the province would continue with the two-year graduation degree programmes, describing the four-year graduation policy of the federal Higher Education Commission (HEC) as an “attack” on provincial autonomy.
“The process of abolishing the two-year degree programmes is an attack on provincial sovereignty. Sindh rejects these federal HEC policies and universities in Sindh will continue with the two-year programme under the Universities Act,” he said. ....
