CYFD employees say they were reprimanded, fired for asking questions about major software contract

In late 2019, Jackson Williams, manager of a data unit at the New Mexico Children, Youth and Families Department, raised his hand at a work meeting to ask about a massive computer system upgrade at the agency one that could potentially cost $45 million over the next decade. Led by Cabinet Secretary Brian Blalock, a San Francisco Bay Area transplant, the CYFD had selected a young California firm named Binti to lead the overhaul, apparently without considering any of the more than 20 other companies that expressed interest in the job. “Who is Binti, and why are they in charge of this project?” Williams asked.  ....

Lack of accountability cited as a cause of truancy


However, there is no one-size-fits-all approach when it comes to dealing with chronic absenteeism, which in itself can be multifaceted.
“It’s not typically one thing that causes chronic absenteeism. That’s why when we work with schools we try to define the root causes,” said Kristine Meurer, executive director for APS’ Student, Family and Community Supports Division.
Doctor appointments and illness are common, as are transportation issues, family obligations, tribal obligations or matters related to teen pregnancy. Also, when a family has to move from apartment to apartment, parents forget to withdraw their children, she said.
And when parents call the school attendance office, they are not required to provide details or give a reason, Meurer said. ....

Ex-employees seek CYFD contract investigation

The state Attorney General’s Office, the state auditor and the New Mexico State Ethics Commission are being asked to investigate allegations that two top officials at the state Children, Youth and Families Department improperly steered a multimillion dollar information systems contract to a California firm without going to competitive bid.
In a complaint filed last week, two former CYFD employees contend an investigation is needed into whether state and federal laws were broken in the agency’s hiring of Binti Inc., which is headquartered in Oakland, California.
The 11-page complaint was signed by Cliff Gilmore, who served as CYFD’s public information officer, and his wife, Debra Gilmore, who had headed CYFD’s Office of Children’s Rights. Both were fired May 6 after less than a year on the job. They previously filed a whistleblower lawsuit in state District Court in Santa Fe alleging they were terminated for raising questi ....
