Akwesasne Healing Centre still waiting on Care Centre to close permits

The Standard-Freeholder reported earlier this month the Mohawk Council of Akwesasne (MCA) had invested more than $90,000 in order to create the Akwesasne Healing Centre, a homeless shelter and healing centre located at the Care Centre. Despite being nearly ready to welcome its first visitors, the 11,000-square-foot shelter had to remain locked due to not receiving the proper permits from the City of Cornwall.

New bylaw system in Cornwall could alleviate provincial court pressure

Currently, any city resident facing any sort of penalty from the bylaw department can appeal it in provincial court. That however, has led to the few bylaw officers that Cornwall does have being forced to attend court for several hours. In all, the department has five bylaw officers. Some of minor offences that make it to Ontario court can take up to over a year to be heard.

In order to streamline to process, Charles Bray, the city’s deputy chief building official, told council he was hoping Cornwall would adopt what is called an Administrative Monetary Penalty System (AMPS). The system which has been adopted by several municipalities, the province and even the federal government aims at moving smaller bylaw offences away from the courts. ....
