Marshall: Election's role in Promise funding shortfall was just a timing conflict

Marshall University says President Jerome Gilbert was merely describing a timeline when he told senators that higher education leaders were asked to keep quiet about a Promise Scholarship funding shortfall until after last fall’s election.
Gilbert made the remark on Thursday while describing Marshall’s use of reserves to make up for a state funding gap. A pandemic-related cash crunch meant the state couldn’t pass along Promise funds for student scholars so Marshall and West Virginia universities made up the difference themselves.
The scholarship pays $4,750 in tuition and fees for qualifying West Virginia students to attend college. For many years, West Virginia families have described Promise as a lifeline to higher education. ....

HEPC dinged for improper contract with previous chancellor | News, Sports, Jobs

CHARLESTON A new legislative audit released Tuesday took the West Virginia Higher Education Policy Commission to task for an improper contract with its former leader during a six-month sabbatical.
The Legislature’s Post Audit Division released a report on a contract between the commission and Paul Hill, a former commission chancellor.
“It is the opinion of the Legislative Auditor that HEPC entered into a contract for consulting services with former Chancellor Dr. Hill that was categorized as a sabbatical,” the report stated. “In doing so, HEPC did not follow the competitive bidding process for such services and incurred expenses beyond what would typically be incurred.” ....

Coronavirus cases among college students, faculty and staff in West Virginia remained low this fall. By the end of the semester, both public and private schools averaged a cumulative positivity rate of just 2 percent at all four-year institutions after holding a 1 percent cumulative positivity rate for several months.
To put that into perspective, West Virginia University saw a little more than 1,000 students and just 95 faculty and staff members test positive for the virus since July. At Marshall University, just 413 people on campus, both student and employee, have tested positive for the virus since the school began tracking.
Additionally, amid the entire higher education system, there were only four hospitalizations, according to Sarah Armstrong Tucker, chancellor of both the West Virginia Higher Education Policy Commission and the Community and Technical College System. ....
