Challenges ahead for water and sewer


Akin to almost every other island organization, island growth is presenting significant challenges.
The commissioners noted a need to develop long term infrastructure planning that will include upgrades and develop a road map and timeline for future capital expenses. They also noted worrisome capacity issues that are lurking on the immediate horizon that need to be analyzed.
After hearing from each commissioner, and some residents, Chairman Brad Marthens asked for a final vote on a proposed budget. Commissioners settled on an increase of seven percent on user fees, as well as a $50 increase for septic system pump-out rates for disposal of ISDS waste. They arrived at the seven percent increase after tapping the reserve fund for $10,000 to lower a higher proposed rate increase. ....

“Now the hard part starts. You’ve got 30 days.” That was the advice of Assistant Town Moderator Doug Michel after the vote was counted on whether the town should contribute $4.5 million to the $10.5 million acquisition of a portion of the Overlook property on the Great Salt Pond, between Champlin’s Marina and the Salt Pond Settlement.
The bonding for the purchase was approved at the annual Financial Town Meeting on Monday, May 3. by a vote of 115 to 81, after more than an hour of discussion, comments, and questions from the public and a call for the vote to be taken by paper ballot – a motion introduced by Jessica Willi and approved by at least 20 percent of those present and voting, as is necessary for that type of a motion to pass. ....

Town Council holds last minute info session on Overlook purchase

The Overlook property sits between Champlin’s Marina and the Salt Pond Settlement.
Last week the Block Island community was surprised at the announcement that a $4.5 million expenditure was being added to the warrant for the annual Financial Town Meeting at the last minute. The announcement came at the April 21 Council meeting where, after emerging from a closed session with the Block Island Land Trust, the town would pursue the purchase of a portion of the Overlook property, which sits between Champlin’s Marina andthe Salt Pond Settlement.
The Town Council was divided on the idea, with First Warden Andre Boudreau and Councilor Martha Ball voting against placing the item on the warrant. ....

After months of work by the Town Council, the Land Trust, the Block Island Conservancy, and The Nature Conservancy, the Town Council voted at its meeting last night
to put forward to the Financial Town Meeting a proposal to purchase the open space portion of what is commonly referred to as the Overlook property, located between Champlin’s Marina and the Salt Pond Settlement.
Getting to this point was not easy – negotiations were complicated and necessarily confidential, and there was the obvious “sticker shock” associated with the purchase
price and the request that the town contribute $4.5 million of the $10.5 million deal, with the conservation groups committed to funding the remainder. At the end of the day, ....

Council agrees to buy Overlook property for public access

The Town Council voted on April 21 to join three other groups in purchasing the Overlook property on the shore of the Great Salt Pond next to Champlin’s Marina and Resort. The vote was taken in a closed session with the Block Island Land Trust and announced in open session during the regular Council meeting.
The vote was 3-1 in favor, with Councilor Martha Ball recused.
The agreement is contingent on approval of a subdivision for the 6.27 acre parcel (Plat 19 Lot 3) that would create a 4.5 acre lot for open space. The lot is now owned by Overlook Realty, LLC, which in turn is owned by Steven Filippi. The existing Overlook building is not included in the purchase. ....
