The Cannon Beach City Council voted in October of 2019 not to allow the grading of sand dunes for views, as previously reported by The Gazette. At the time, the city took comments from many residents and hired the Oregon Department of Geology and Mineral Industry to provide updated information on the subject. Subsequent to the cityâs decision, both the Breakers Point and Chapman Point homeowners associations said they would appeal the decision to the Oregon Land Use Board of Appeals, which they have done. On Dec. 1, the Land Use Board heard oral arguments from attorneys for the homeowners associations as well as from the respondents, the city of Cannon Beach and intervenor-respondent the Oregon Coast Alliance. Each had 15 minutes to speak before the board, which included within that reserved time for rebuttal. The hearing was transmitted via telephone conference and open to the public. ....
