Dialogue On Future Of Shelbourne Apartments Property Begins

Illinois State University has declared the decommissioned 101-unit Shelbourne Apartments surplus to university needs, setting the stage to sell the 26-acre property that is surrounded by residential homes.
Conversations about how to redevelop a prime 26-acre parcel of land in Normal have begun.
I would say this property presents a great opportunity to see some development there that maybe can meet a housing need, housing demand that we are seeing these days, said Normal City Manager Pam Reece.
Reece said she has received quite a few comments that suggest the land would make a good park. She said the Town of Normal is not interested in buying the land, and staff have not had that conversation with council members. ....

ISU, Town Of Normal Prep For Student Return As COVID Cases Rise

Illinois State University is now requiring face coverings for people in indoor public spaces on campus such as classrooms and Bone Student Center (pictured here).
The CDC currently designates McLean County as having substantial transmission of the virus, based on increases in COVID-19 cases and emergency room visits from people with COVID-like illness.
ISU also said in a campus update that faculty, staff, and students can upload images of their vaccine cards to the Student Health Services website. That will constitute proof of vaccination. Those without such proof will have to test for the virus once per week.
ISU President Terri Goss Kinzy said being a responsible Redbird includes taking measures to protect yourself and others from COVID-19. ....

Unit 5 To Start School Year With Universal Masking

Jeremy DeHaai center, was the only Unit 5 school board member to vote against a universal masking requirement to begin the school year during the board s meeting Wednesday night.
The Unit 5 school board voted 6-1 Wednesday evening to require all students, teachers, and other staff to wear masks in schools at the start of the year to prevent the spread of the coronavirus.
Superintendent Kristen Weikle said the district will reassess the requirement about Sept. 21, which is two weeks after students return from the Labor Day break.
That date, she said, is intentional. Throughout the pandemic, holidays have provided a greater chance for spikes in cases of COVID-19 as families travel and socialize outside their usual patterns. ....

Lorenz Hesitant But Hopeful On Uptown Underpass

Normal Town Council member Kathleen Lorenz keeps expressing reservations about a $24 million Uptown underpass project and yet keeps voting for it over a period of years. She said during a WGLT Sound Ideas interview that she is taking a leap of faith.
I knew we couldn t turn down the gift of the federal grant without risking damage to the community s reputation, coupled with the fact at least we knew there would be good construction jobs coming out of this, said Lorenz.
Lorenz said her vote is a nervous one because she does not believe the public has embraced the project. ....

Normal Town Council Votes to Accept Grant Money for Underpass Project

The Uptown Normal underpass project, with an estimated cost of about $23 million, would be financed with $16 million in federal grant money and about $5 million in state Rebuild Illinois funding. The town would chip in around $1.7 million.
After hearing from former town leaders and other citizens, the Normal Town Council voted 6-1 Monday night to accept federal and state grant funding that will finance more than 90% of the cost of the Uptown underpass project.
Council member Stan Nord was the lone no vote.
During public comments, former City Manager Mark Peterson discussed past town projects that “almost didn’t happen,” including the Constitution Trail. ....
