With its tag line “Together for Peace” resonating powerfully in the far reaches of the Indian Ocean region and beyond, the 42-country multinational mega biennial exercise AMAN-21 of Pakistan Navy concluded this February 16. A grand international fleet review was held in the North Arabian Sea on the culminating day. With dozens of warships representing wide ranging countries and stationed in a massive formation natively called, “AMAN formation, the imposing finale was witnessed by President of Pakistan, Dr. Arif Alvi. He was joined by the Federal Minister for Maritime Affairs, Minister for Defence Production, Chief Minister Sindh, Chairman Joint Chiefs of Staff Committee, Chief of the Army staff and the Chief of the Air staff. This was besides Emissaries of various countries in Pakistan. The traditional AMAN formation denotes, “unity and collective resolve”. ....

The International Maritime Organization is expected to codify a transitional (i.e. 2030) energy efficiency pathway for commercial ships in an upcoming meeting in June of its Maritime Environmental Protection Committee (MEPC 76).
This is a big deal because the language coming out of the soon-to-happen meeting will then find its way into the language of MARPOL, the international legal framework for all matters related to maritime emissions, by 2023.
Energy efficiency (measured by EEDI, EEXI and the like), specific to individual vessels, is really a subset of broader issues related to the bigger picture of where shipping fits into greenhouse gas emissions targets farther out to 2050. Getting to these targets will certainly require technical actions, related to the vessel design and captured in EEDI type measures. But meeting the longer-term targets also will require expansive and expensive paradigm shifts. ....

Pakistan faced a profound diplomatic embarrassment when the Government of Sri Lanka cancelled (Feb 17) the much-hyped Prime Minister of Pakistan, Imran Khan’s address to the Sri Lankan Parliament. It was originally scheduled for February 24.  
This is seen as a major setback to the Pakistani establishment as Imran’s visit commencing on February 20, was seen in Pakistan as a significant move to further befriend Sri Lanka. It is also assessed by the diplomatic circles that it was a triumph of the Indian policymakers because the proposed Sri Lanka visit, more specifically the Parliament address was largely at China’s behest. ....
