Police department agrees to certain conditions for grant intended to reform operations.

After rejecting a $9.7 million federal grant to pay for 30 police officers for three years in December, the Milwaukee Common Council reversed course Tuesday and voted to accept the grant. But the approval comes with conditions.
The Milwaukee Police Department command staff has pledged to work towards changing how the department operates.
The conditions target improvements to response time, traffic enforcement, crime reduction strategies, technology integration and community-oriented policing.

New Milwaukee acting police chief set to be chosen Thursday by FPC


After two weeks of trying and failing to select a permanent chief, the Milwaukee Fire and Police Commission named Jeffrey Norman as its next acting chief of police Thursday.
Norman, an assistant chief, will take over from Michael Brunson Sr. in the temporary role Dec. 23 following Brunson s retirement. Brunson recommended the selection of Norman, who was briefly considered for the permanent role two months ago.
Norman, a 24-year veteran of the Milwaukee Police Department and native of the city, will serve as the top cop while the commission navigates a tied vote for his permanent successor.

City Hall: Committee Backs Leon Todd to Lead FPC


Leon W. Todd, III to serve as the commission’s executive director. The full council will vote on Todd’s appointment on December 15th.
The city’s legislative body effectively ousted the last executive director,
Griselda Aldrete, after less than a year on the job. Todd, a public defender with the state, would be the fourth director in three years. His predecessors either resigned at the mayor’s request, moved out of state or were dumped by the Common Council.
Nearly half of the commission’s full-time positions are vacant and the six appointed part-time commissioners are deadlocked on selecting a new police chief after demoting the prior chief. The commission is responsible for all hiring, firing, discipline and policies for the police and fire departments. ....

The Common Council must reject the $9.7 million Community Oriented Policing Services (COPS) Grant on December 15; otherwise, the Milwaukee Police Department will dedicate 27 veteran officers to Task Forces in the DOJ’s Operation Legend Initiative, and 3 to ATF Task Forces for the next 4 years. That would be a surge in the War on Drugs masquerading as Community Oriented Policing. Acceptance of the grant would require that 30 new officers be hired; and, apparently by virtue of simply becoming an MPD member, they would be doing Community Oriented Policing. Is the MPD doing Community Oriented Policing now? ....
