Austin voters are now getting their say at the ballot box on the city s controversial policies on homeless camping. Proposition B takes center stage in Saturday s city election, giving residents the voice they did not have two years ago when the Austin City Council made it lawful to camp in most public spaces by canceling a 23-year-old ordinance that had prohibited it. If approved, Proposition B could eliminate the growing number of tent encampments in high-traffic areas by reinstating criminal penalties and forcing the unsheltered residents to find somewhere else to stay. The city and partnering organizations have initiated short-term and long-term plans to increase the inventory of available shelter and housing options for people experiencing homelessness. For now, however, they do not have nearly enough to offer one to everyone in need. ....
The Austin City Council has decided to purchase a hotel at Burnet Road and U.S. 183 to turn into transitional housing for people experiencing homelessness. The council unanimously voted to buy the Texas Bungalow Hotel & Suites at 13311 Burnet Road for $6.7 million. Its purchase is the latest in a strategy from the city to buy hotels to house the homeless. A second hotel near U.S. 183 and the Texas 45 toll road on the northern outskirts of Austin was also set to be purchased. However, at the behest of Council Member Mackenzie Kelly, that vote was put off for a week. Kelly has shown some resistance to the purchase of that hotel, the Candlewood Suites at 10811 Pecan Park Blvd. It lies in her district and its purchase marks a difficult vote for the new council member, who campaigned heavily on a platform that many of the city s policies regarding homelessness were not beneficial. ....
The future site of Espero at Rutland, which will be home to 171 units of permanent supportive housing (photo by John Anderson) City Council has approved a combination of state housing tax credits, funding from the 2018 housing bond, and operational funding through a new Local Housing Voucher program to bring 171 units of permanent supportive housing to a site in North Austin at 1934 Rutland Drive. Known as Caritas of Austin, which provides supportive services to people experiencing homelessness in Austin; the Vecino Group, a national affordable housing developer that has built similar supportive housing projects in other areas; and the Austin Housing Finance Corporation. AHFC will own the land and lease it to Caritas and Vecino Group; Vecino will manage development of the property, while Caritas will provide supportive services to residents living at the site. ....
