Ohio police reform bill: Introduction delayed until after summer break

It was in late April, in the wake of the Derek Chauvin trial and Ma Khia Bryant shooting, when Gov. Mike DeWine trumpeted that a significant police reform package was coming very soon.
If this bill is passed, it ll put Ohio at the forefront. We will be able to say, Look, we have gotten serious about this, DeWine had said. 
But as state lawmakers leave for summer break, there is still no bill, even if the governor at a law enforcement news conference last week said there was a bill pending.
Despite civil rights advocates having long called for urgent action, detailed negotiations with law enforcement stakeholders and other priorities like the state budget are delaying any introduction of a police reform bill to the fall when legislators return.   ....

COLUMBUS  As protests against racial injustice continue across the country, lawmakers in the Buckeye State are considering bills opponents say would have a chilling effect on free speech.
They include House Bill 109, which had a hearing Thursday before the Ohio House Criminal Justice Committee. Supporters say the measure strengthens state laws about rioting and corrupt activity.
Gary Daniels, chief lobbyist with the American Civil Liberties Union of Ohio, argued the bill is extremely broad and includes language similar to anti-terrorism laws created after 9/11. ....

The protests around Ohio last summer were organized because people wanted to see change – especially in policing procedures – from their elected officials. 
But a wave of bills introduced by state Republicans were not what they had in mind. 
These bills would increase the number of arrestable offenses at protests and enhance penalties for crimes committed during demonstrations that turn violent. ....
