Johnson City board maintains capacity limit at Haven of Mercy


As city staff review sealed drawings from an architect outlining repairs, the Haven of Mercy homeless shelter will continue to operate at a reduced capacity of at most 35 residents.
Members of the Johnson City Board of Dwelling Standards voted 3-1 Thursday to continue consideration of the building at 123 W. Millard St. to their May meeting. Member Dave Jenny voted in opposition, and Jennifer Hyder abstained.
“There is work going on on the plans as requested,” said Vice Chair Gwen Hunter, explaining her motion to continue. “That’s been progress, and we’ve really not been given any new information.”
In January, the board found that conditions exist at the shelter that increase the risk of fire and injury and ordered the building repaired. ....

Hoping for more info, city board delays vote on temporarily closing Haven of Mercy


The Johnson City Board of Dwelling Standards will wait until March 25 to consider another order to temporarily vacate the Haven of Mercy, which will give the homeless shelter’s architect time to develop as-built drawings of the building.
Board members voted to continue the matter during a special called meeting on Thursday evening. They hope the decision will provide them with more information about whether it’s safe for residents to stay in the building at 123 W. Millard Ave. as repairs are made.
The decision also means the 35 residents still living at the shelter will be able to stay for at least a little while longer. ....

City board votes to allow Haven of Mercy residents to remain in building

Hunter said that it’s important the Haven gets the proper permits to conduct the work, because “I would hate to see the owner put a lot of expense into doing work that ultimately does not meet the code.”
Haven of Mercy attorney Devon Muse said the shelter has contracted several companies to conduct the work, namely Newman Heating and Air, Blaser Engineering and GTL Construction, among others.
“This also goes to show that steps have been taken, and are being taken,” Muse said after providing members of the board with documents showing the shelter has received quotes for the work needed from the aforementioned companies. Muse later added “we’ve submitted these (documents) so that the board can see these and see that, even from the licensed professionals involved, that steps have been taken — they’re being taken.” ....

City will work with homeless orgs to help displaced Haven of Mercy tenants


“We have a great plan, I think, laid out,” McClain said Monday.
The day after an appointed board found the structure unfit for habitation, McClain was on a call with representatives for the city and a series of local homeless organizations to discuss ways to help the tenants, who the city has said will be “evacuated” from the shelter at 123 W. Millard St. at a yet-to-be determined time.
The Johnson City Board of Dwelling Standards and Review decided Thursday to temporarily close the shelter after hearing a presentation from staff about multiple building code violations. In a press release Friday, the city said conditions exist in the two main structures that are dangerous to the health of occupants, including defects that increase the risk of fire or accidents. ....
