CHICAGO The Chicago River glowed Kelly green downtown this St. Patrick’s Day weekend after all, but the usual cheering throngs crowding the banks during the annual dumping of the dye were much thinner.

Many companies that issue gift cards such as retailers, restaurants, movie theaters, gyms and spas have been hard hit by pandemic shutdowns and are closing in large numbers. The number of retailers filing for bankruptcy in 2020 was the highest since 2009, according to S&P Global Market Intelligence.
When companies go bankrupt, their gift cards can become worthless. With smaller companies, it can happen overnight. With larger companies, consumers often have a period of time to use their gift cards, but not always. ....

Gov. Gavin Newsom on Wednesday appointed Rita Saenz as the director of the California Employment Development Department, replacing Sharon Hilliard, who will retire Thursday after nearly 40 years with the agency.
Saenz, 71, has more than 40 years of experience in state government and the private sector. Since 2016, she has been a consultant at Saenz and Associates in Sacramento. Before that she had several positions at Xerox, including director of communications and California government affairs. She ....
