February 26, 2021 By Frank McCormack The teeth-rattling cold weather that blew through the South almost two weeks ago was highly unusual, and it showed, particularly in its effects on the power grid. Texas, in particular, made news for its rolling and lengthy blackouts, even as temperatures dipped near zero in places. And it wasn’t just homes and businesses that were without power in the cold. On the Gulf Intracoastal Waterway, both the Colorado River Locks and the Brazos River Floodgates were without grid power for close to three days, starting on Monday, February 15. While backup generators came on at Brazos, the cold weather rendered the generators at the Colorado River Locks inoperable for several days. ....
January 22, 2021 By Waterways Journal On January 19, the Corps of Engineers released its FY21 Work Plan for allocating funds provided in the FY21 Energy & Water Development appropriations bill that was part of the FY21 omnibus appropriations bill signed into law on December 27, 2020. The Energy and Water bill funds the Corps’ civil works mission in addition to U.S. Department of Energy programs. While welcome to waterways interests, the Work Plan contained one disappointment to advocates of the Navigation and Ecosystem Sustainability Program (NESP). Many in the inland waterways community, and many farmers in the Upper Mississippi River region, were hoping that significantly increased funding for NESP would be the navigation “new start” called for in the omnibus appropriations bill. Instead, the new construction start is to be Montgomery Lock and Dam on the Ohio River, at a level of $22 million. O ....

Rod Aydelotte photos, Tribune-Herald Waco leaders are hailing the passage of a bill that includes $10 million in federal money for the U.S. Army Corps of Engineers to head a complex project that could prevent a section of Lake Shore Drive from plummeting into Lake Waco. The House passed the new Water Resources Development Act earlier this week and sent the bill to the Senate. While the path in the Senate is less clear, U.S. Rep. Bill Flores said Friday a possibility the Senate is considering is for the act to become part of an omnibus 2021 spending measure, which also might include a coronavirus relief and stimulus package. The fate of the legislation is still being negotiated in the Senate. ....
